PPAP - How to calculate tolerance on basic dimension

All dimensions in the drawings are basic dimension. I have to complete process capability and gauge R & R. How to calculate tolerance on basic dimension. Hole to hole distance is 90mm and true postion is .4. Hole size is 6.75+/-.25. what will be LSL and USL in this case

Is the True Position of 0.4mm at Maximum Material Condition or Minimum Material Condition? Also knowing the actual size of the hole diameter will be necessary.

This is at maximum material condition. about actual hole size, that varies from 6.72 to 6.80 for all 30 parts

Basic dimensions are considered theoretically exact with no tolerance and are used to specify (among others) the theoretically exact location of a feature (or features) of size. It is the positional tolerance and the variation from true position you should be concerned about.

Thanks, means I can not have process capability on basic dimension, because the template asks for LSL and USL

Also I would appreciate if you can send me excel template for process capability and Gauge R & R
