Cl. 5.6.1. ISO 9001 requires from the organization to assess opportunities for improvement and the need for changes to the quality management system, including the quality policy and quality objectives. At the same time in accordance with Cl. 5.4.1. quality objectives shall be established at relevant functions and levels within the organization.
Does the records from management reviews shall necessarily include review of quality objectives, established at relevant levels?

If I may, I'd like to answer your question with a question...

How can you assess Opportunities for Improvement and the need for changes to the QMS, including Quality Objectives, without reviewing Quality Objectives (and whether they have been established at relevent levels or not)?

If you look at 5.6.2 "Review input", f) and g) focus on changes to the system and recommendations for improvement. This could mean changing the quality objectives, or how they have been implemented, or how they have been established.

I think that it would make very good sense if the records from Management Review showed that the Quality Objectives were reviewed by Management and found to be suitable - or reviewed and found not to be suitable and appropriate action items generated.

Two parts to this answer. First, the quality objectives requirements are at two levels; global requirements, and requirements specific to the product.

Second, management review needs to include quality objectives. So does that mean that all objectives need to be be reviewed? As stated above, what is required for continual improvement and the need for changes? Those objectives (from any level) that are related to improvement and change need to be reviewed.

This means that each management review should be looking at different objectives, depending on which lead to changes or opportunities for improvement.

We also look at what we have and ask "Is this working for us? Is this still true? Does this mean something to us?"

We hold MR's quarterly.

The FIRST THING in the MR report I present to the Management is the 3 months worth of Quality Objective data, and "other" support measures.

Our Assessors love it, especially as all the trends (except for one) are going the right way.
