Can anyone explain me the way of calculating the upper and lower confidence interval bounds described in page 131 of the MSA third edition.

Well, it appears that angelicaz sent this PM to several members. Welcome to the Cove, angelicaz.

These are basically the "Exact" confidence intervals of a Binomial Distribution. I won't be able to explain the whole statistics behind this here, but you should be able to refer to any good book on basic statistics to find out more about exact confidence intervals.
