Welcome to the Cove CindHu.

I am not sure we have enough information to point you in the right direction for your answer. Is your company currently operating under a QMS and you are looking to upgrade to the new 16949? What kind of quality system do you have now? How much have you already done with the new system? Are you looking to justify the new system with company management or with the employees on the floor?
