I have a hunch the concept about BPA auditing may fit the bill when media talk about guaranteeing number of readers for their ads. This is a very big deal with "controlled circulation" magazines like U.S. Banker. (so-called free subscription trade magazines are called "controlled circulation" because they limit free distribution to a specific demographic - all others must pay a fee. One publication I get free charges $400/year to non-qualifying folks. I learned last year they actually have 1,000 entities paying that sum just to get it.
