Temperature for people or for product?
To my knowledge, there ARE some products, especially in the sensor industries, which have to be maintained at a constant temperature for calibration purposes during the manufacturing and assembly stage.
As a manager, I would be equally concerned about my people having an optimum ambient temperature to prevent distraction while working and to maintain health and safety. (Folks tend to make mistakes when their hands are sweaty and slippery and when the sweat drips into their eyes. Similarly, they can be so cold they are numb and unable to hold and manipulate tools.)

One other point is how tightly the temp needs to be controlled.
Typically 23 C is a good temp for most things, unless you are doing precise mechanical work like with fine weights and so forth. Control it within +/- 3 C and you will be in good shape for most manufacturing.
Hope this helps.
