With Who?
5.1 Management Commitment
5.5 Responsibility, Authority, Communication
6.1 Provsion of Resources
6.2 Human Resources - training
7.3 Design/Development
7.3.1.1 Multidisciplinary

Does it mean Authority Ownership.?

There are no formal rules that must be followed with a turtle. But, if the diagram is intended to describe the process, why wouldn't you want to include the owner? You need to do it somewhere.

I fully agree. I think it is very important for every process to have an owner clearly identified.
