I hope I am not repeating a question, but I couldn't find anything relating to this when I did a search- Anyway, I work for an Automotive Design Center-we are certified to TS16949 as is our manufacturing facility located elsewhere. Our building houses a division of Shared Services-their responsibilities include handling HR documents such as training, etc. as well as shipping and receiving. Do SS need to be compliant to the standard because technically, they are a supplier to us or, can they do their own thing? I know what my gut is telling me... I just need some back up to go forth with.

Not an answer to your question, but I can not understand how a Design Center is certified to TS-16949. My understanding is that ONLY Manufacturing sites can be certified to that Standard.

Would this be similar to our sales office in Detroit that was in our scope and audited as a support site? Then the site is listed on our certification.

As Sidney indicated, only a manufacturing site can get a self-standing TS cert. As a Design Center you can only be certified to TS as a "remote location" in conjunction with a manufacturing site. The Shared Services, if they are part of your corporation generally cannot be considered a supplier. Usually, departments and divisions of your company have to be regarded as a remote supporting location. In other words, if their processes are needed in the overall scope of things, they can't just do their own thing.

It would be good to review this with your registrar. However, if they say you can be certified to TS without manufacturing, there is a problem.

Sorry- I should have been more clear I guess, you are all correct- we as the Design Center are not solely certified to TS- we are a supporting division to our manufacturing facility that carried the actual certification. We however still get audited by UL and still have to follow the standard where applicable to our building. The shared services group is responsible for maintaining the HR records of those employed at the design center- not the manufacturing center. They do however hold the responsibility of shipping and receiving between us and the manufacturing facility.
