1. Are flyers, or any other types of advertisements considered a form of a contract or a tender?

2. Where can I get the guidelines for the use of ISO 9000 logo?

ISO logo rules come from your registrar, and his certification body.

if they state what will be supplied, and teh order is taken from there....then by default, you need to ensure you supply what you said you would ...ie..performance etc. but the contract/tender is the PO (etc) that references that flyer, so to speak.
