Please, I am looking for any information that can help me to ensure that we are holding the minimum requirements for a second tier lab-- biased on the ISO/TS 16949 specifications.

Not sure if this answers the question you are trying to ask or not,, but, I will give it a shot. TS 16949 does not state requirements for a laboratory (2nd tier or not). External labs used by a company registered to TS must either be acceptable by the customer or accredited to ISO 17025 or equivalent. Actually, TS clause 7.6.3.1 - Internal Laboratory - does indeed define some requirements for an internal lab. Very similar to those required by QS-9000 before. Generally related to compentcy, haveing defined scope and methods, maintaining records, etc. ISO 9001, however only defines basics related to calibration. T.
