who's responsibility is to data analysis any ways, is it the sole responsiblity of the Management representative?

What data analysis are you asking about?

If it's the one I recall, "analysis of data", a very general sounding requirement that data is collected an analyzed at appropriate points, including the use of statistical techniques where appropriate, then please state the actual clause number.

Don't let the management representative do all the work. Quite the opposite.

every one in the management has his own resposibility to analyse his data

for custoemr satisfaction it should be done by sales staff or any related party
for conformity to product /service it should be done by the prduction staff and so on the custodian of a processs should do his own analysis to complete the PDCA cycle
it is a big fault to make the managemnet rep. do the analysis of data for others ,he analyse in coordination with top management the general trend of QMS

What they said. Analysis of data should be done in every process, with the process owner being ultimately responsible for their process, and Top Management responsible for making sure EVERYONE is doing this. The responsibility does not lie with the mgt rep alone, though they may "own" many of the processes that have data to be analyzed.

There should also be analysis of data going on at the management review.
