There is a really good magazine called ENR - Engineering News Record - for the construction industry. Their website is http://www.enr.com/

Another source is the International Code Council (ICC) and its subsidiaries ICC ES and IAS.

http://www.iccsafe.org

ICC and subsidiaries are already active and involved in the UAE so you may find some value.....no promises but the construction and construction materials sectors are the genesis and passion for them.

Hope this helps.

The only other one I used to use was for union-only, United States-only, but you can find it at http://www.aflcio.org/issues/factsstats/

You can find two case studies regarding construction industry at the following website of Pakistan Institute of Quality Control. These can be ordered free of charge, but some conditions apply. Please take up contact with PIQC. It may be helpful to you.
