I wonder how to expect the value of Sampling Uncertainty if it is not a job of our Lab. Shall we ignore it and refer to that in the related Procedure.

You are going to have to tell us more about your situation before we can give you any reasonable answers. Let us know what you are being asked to calculate uncertainty for, who is telling you that you have to calculate uncertainty, what the lab does etc.
