What is Controlled Shipping Containment and how can it be used with the start of production of a new part?

I did a Google search for Controlled Shipping Containment and found this site (http://continental-quality.com/quality-services/what-is-controlled-shipping-restricted-shipping.html) where it states:

"Controlled Shipping, also known as Restricted Shipping, is a process applied when a supplier has shipped nonconforming products to their customer. "

There's a lot more information there.

What is Controlled Shipping Containment and how can it be used with the start of production of a new part?

Containment may be used in the event that a customer has received nonconforming product, or in early production situations where consistent quality hasn't been established. GM has two procedures: GP5, which describes the requirements for controlled shipping after a nonconforming condition has been discovered, and GP12, which is for early-production containment.

In the former case, controlled shipping might entail 100% inspection by the supplier or by a third party, paid for by the supplier. In the latter case, tighter controls (than would be used for normal production) are used to insure that there are no escapes of bad product. In both cases, the "exit" criteria are defined in the procedures.
