I purchase my standards from http://global.ihs.com/ (not an endorsement - it's just who we happen to buy our standards from)
They have it for $30.00 US for download.

As Al noted, you can get it directly from ASTM - you can order & download by using a valid credit card similar to Scott's recommendation. I've used both sources for specifications/standards. My tendency though is to go to the originating organization if they offer the standard I'm looking for as a download.
If you're a frequent buyer of ASTM standards, ASTM offers yearly subscriptions that permit a given # of downloads a year. I'm aware of them as groups of 25, then 50. I'm not certain what the next level might be. The only downfall, is that if you don't download the number of standards you select within a 1 year time period you loose the remaining downloads at the end of that 1 year. From a cost per document value it's usually a better deal than a single download. You agree to limited distribution/copying for either instance. From what I've seen there is no checking of whether you're complying with the agreement or not.
