Can you tell me, is it possible for a manufacturing plant to obtain certification to TS 16949 for a specific product line within the plant even if the design is held elsewhere, namely another country who have no intention of certifying to TS 16949.

What would be the reasoning behind having product line "A" having TS Certification and not product line "B"?
Facilities are "certified", not product lines.
Maybe some more information, including how the design aspect would influence you?
Are you design responsible?
Who are you supplying? Automotive?

Is design controlled by your company or another company. Location makes no difference.
