I'm not sure there is such a commission; you can get more information about China's government agencies here (http://english.gov.cn/about.htm).

Every clinical hospital has a Ethics Commision to evaluate the clincal plan.You can find the list of SFDA approved clinical hospitals at www.sfda.gov.cn.
