Are these guidelines/procedures/work instructions necessary for you to achieve certification? If they are, you have no choice as to implement them, train employees that are involved.

Being that they are construction safety briefs, wouldn´t they be more applied to an OHSAS 18001 Management System?

no it is not required for certification as the system applied is 9001:2000
but i need to put it some how in the system as guidelines or best practices
so what shall i do.

Define the guidelines as part of your Safety Department rules and regulations... keep them out of your QMS (unless you mention them or these guidelines are part of your QMS documentation)

If you implant a 18001 Management system later, you´ve got part of the work done...

If i put them as work instructions ( best practices) now will the auditor consider them mandatory to be applied or what?:agree:

the reason why i need to merge them in the system is that all the employees respects more what is included in the iso system more than any thing else outside it....
