One of Our company's Divisions (Construction Division- currently engaged in providing Electrical & Instrumentation Works/Services) set up a business objective (somewhat could be quality objective) as "To be a General Contructor by the end of Y2012."
The plan is to include Mechanical and Civil Works in the existing line of services of that Division.
As such, I need Biz inputs like activities to do to realize this biz objective.

Well, hello there! Now, I certainly am not trying to point out a possible typo. But in your quote you have "contructor". Do you mean contractor? It's kinda important (at least to me) which word you wanted there.
Now.. I guess I don't understand. I would not think it overly complex to establish oneself as a general contractor in anything.
I see you include mechanical and civil works in your post. Are those new categories in the new division? What exactly is involved with that objective?
Are there significant cash outlays at the beginning, over time, or none at all?
Will it be necessary to establish hiring objectives over the next 4/5 years? Will there also be training objectives?
Will there be local/county/state/province, etc. rules/regulations/guidelines that need to be fulfilled for this objective?
Will Bond/insurance requirements need to be modified?
The above would be to-do items for the objective, but beyond that, I guess I don't understand what challenge you have that this will take five years to accomplish. But as I said, I may be missing your query.
If you get a chance, maybe a little more details about what you are thinking may help out, at least it would for me!:D
BEBE5896 27th December 2007, 02:03 AM Hi BradM, yup, it was a typo error, it should be "contractor" and not "contructor".
The objective would be a challenge for the organization (atleast), because it will enable the company to compete with the big players and broaden our market segment. Surely, the plan to include Civil and Mechanical services will require cash outlays at the beginning and over time. (Purchase of equipments for civil and mechanical works is where the big buck goes, not to mention additional overhead costs)
There will be a massive hiring, direct and indirect manpower and training
For local regulations, im not that familiar with the local regulations here (Middle East) but it will be a safe assumption that there is including possible modification of bond/insurance requirements due to these additional line of biz.
With these foresights, i need help on how to realize these because Im just new to this Construction Industry compare to the previous industry (manufacturing) where i came from.
Btw, any suggestions to paraphrase our objective and activities to realize it will be highly appreciated.

What exactly are you asking about?:
1. Are you wanting help in setting goals to achieving the contractor status?
2. Are these just for you, or for the organization?
3. Are you wanting to develop business objectives, or quality objectives? As far as any objectives, until you are producing product, how will you be able to measure any of your objectives?
4. Are you solely responsible for achieving this objective, do you have a team, or are you working for some managers that will make this happen?
I think the information you are looking for will come from upper management. As they hired you for this job (especially being new to construction as you listed) they need to be giving you guidance. Surely they did not come in a state "Hey, this is what we want, go do it". Or did they?:)
If they did, you have no small task in front of you. All kinds of things come to mind, including cash flow analysis, training requirements, project planning, etc. Do you have a QMS, or are you going to develop one for this new entity?

Gap analysis. It's kind of the reverse of the old joke about how to sculpt an elephant--you take a block of clay and cut off everything that doesn't look like an elephant. You need to look at your company and determine what parts of it don't look like a general contractor. If your company wants to be a general contractor, you have to have an idea of what general contractors have that your company doesn't, and what you can do to improve on that. You need to have that basic idea formed before you can start talking about how to achieve it. Since we don't know anything about your company's present condition, it's very difficult to give helpful advice.

Hi BradM, unfortunately, yes they did as if Im Bruce Almighty who can do their job for them. We have QMS and I was able to get this company (as an MR) be certified to ISO 9001:2000 just recently (Nov 2007) and part of the audit findings is the lack of set Quality Objectives for the Construction Division.
Since goal setting/planning is something like very peculiar to this organization (I would say I am in a state of shock after realizing it,btw, its my 1st time here in middle east, hey!,any expat here who had an experience working with Saudi companies? im sure you will emphatize with me) and they just realized this (by my constant reminder that this should be set not only as a requirement of the standard but also for the sake of the biz).
To make this 5.4.1 requirement of the standard more appealing to them, Im proded them to come up with a goal they want their Division to achieve for the sake of their biz. So thats how this objective came about (To be a General Contractor for the next 5 years because they believed that they could compete with big players by offering wide range of construction services, e.g. addition of mechanical and civil works and I must agree they could). However, how to achieve it? is the question.
Now, they want mo to make activites to realize such objective. Bit since , Im new to Construction industry, i know little about activites to realize it. Perhaps, I should ask these inputs from these managers, but to tell you, they will just give you lots of rhetorics here and there. I hope you can now imagine the situation I was in and i need "SOS" on this, please.

First I must commend you for your enthusiasm in trying to help out the company. However at times you need to realize that there are things which you simply are not able to do anything at all until they are ready.
"To be a General Constructor by the end of year 2012" is just a corporate dream or vision. Somebody from strategic planning has to come out with a road map to tell others how you are going to achieve it. Somebody has to chop this elephant up into pieces and tell the respective departments what is expected of them or what their departmental objectives are. Example:
• Objectives about market share.
• Objectives about customer satisfaction.
• Objectives about employee satisfaction.
• Objectives about returns to shareholders.
• Objectives about cutting pollution.
• Objectives about reducing waste etc.
Only when that corporate goal had been broken down to this level can you start working on it. Since you are the QMR, you may have direct responsibility to tackle the customer satisfaction objective. With regards to the employee satisfaction objective, you may need to work with Human Resource or Personnel.
