Our company will soon undergo a re-certification audit on ISO 9001 after 3 years of certification. We have recently created a department whereby processes for same are not yet finalised and documented.
Our main query is will the above fact constitute a Non-conformance as per ISO requirement to document processes.

No, this will not constitute a nonconformity because businesses are always evolving and changing. If you have a plan in place that shows how you are integrating this new process into the quality management system, and be able to show progress, you'd be fine.

It depends has the new department been put under your ISO umberlla? I would suggest explaining to your auditor your organizations current circumstances and when you plan on having everything in place and what you have done to date.
