Does anyone know if a new Handbook for the Interpretation and Application of ANSI/NCSL Z540.3-2006 has been published?

I can only find ANSI/NCSL Z540-1-1994 Version.

I am looking to purchase an updated handbook.

A quick search on the net gave me this site which might answer your questions http://www.z540.org/

Also, if you scroll to the bottom of this page you will see a number of related threads that have a lot of valuable information on Z540.

The NCSLI working group is progressing on that, and expects to have it out soon, perhaps by late summer.
