Dear all,
I am task to setup a facility for incoming substrate and pcb visual inspection and rework. Hence, I would need some advice,

Which Class of cleanroom (Class 10K or 100K) do I need to setup for such inspection and rework for substrate and PCB?

Which standards can I refer to?

Is ESD protection important for bare pcb and substrate?

I don't think any sort of cleanroom is necessary, unless there are customer or industry requirements. Why do you think you might need one? I also don't think ESD protection should be a concern, as there are apparently no ESD-sensitive devices involved.

For incoming PCB Inspection:

The class of clean room should be the better or the same as your assembly operation. Review your product specs...
Analog boards are more sensitive to contamination than digital.
Make sure to dispose of Styrofoam material in packaging before receiving the part. They might not hurt the bare PCB, but the particles stick to sensetive components...
ESD protection for bare board is not necessary if the board does not have any chip-on-board or other components already mounted. If you inspect other material, I would ask people to wear ESD protection. It is easier to manage a uniform system and enforce good habits.
NO CARPET....
If you are performing rework on bare pcbs, have separation between areas. A fence will prevent major head aches. The Rework I am referring to are drilling, cutting traces, and cutting the boards...They produce migrant contaminants that stays in your area, no matter how hard you try to clean....
Have a file cabinet and keep samples and first articles.....
The magnification of your loops/microscope is dependent on the type of product produced. I would have one of each...
You need equipment with XY reader to verify the layout of the board.
Make sure there are no solder masks in vias.
