I agree with the good Dr. that your location may have some legal bearing on what you need to do. But, most of all, pick people who have some stake in the process (technical expertise), some people who are excellent planners and delegators, and some people who are excellent at getting the work done. Most of all, try not to get too many people who on one team who think that they shouldn't do any of the work, but just tell others what to do.:2cents:

I am in the Health and Safety department at Fluor Hanford, and we are very active in OSHA Voluntary Protection Program with nine STAR sites here, and our owning corporation, Fluor, working on VPP STAR. We went through a lot of growing pains here 15 years ago getting councils started and moving into VPP.
