In what context? Where do you see VDE/UL?

UL sometimes refers to Underwriters Laboratories.

VDE is the Association for Electrical, Electronic & Information Technologies of Germany - equivalent to IEEE. It is a professional organization of electrical engineers; issues, in collaboration with DIN, standards for the field of electrical engineering. It also conducts testing and certification much like UL.

Have a look at this link: VDE Testing and Certification Institute (http://cbscheme.com/pv/PVNCB/PVDE-VDE.htm).
