Referring to clause 4.3.1 (c) & (d) of OHSAS 18001:2007, I wonder how would the auditee demonstrate that they had fulfilled these requirements in the HIRA Register ?

Yes. Its quite difficult to show the evidence to comply 4.3.1 (c) and (d).

OHSAS 18002, will help us to implement these clauses.
