View Full Version : Problems with TS 16949 CSR (Customer Specific Requirements) Auditing

I have sometimes two problems with CSR Auditing.

Typical reality in some firms - during new project development firm agree with SQE or STA (f.e. from GM, VW or Ford) what documents and activities firm should prepare or implement. Of course CSR document include twice or thrice more requirements. But they do only things agreed with the STA/SQE. They ask STA/SQE during the meetings - "Should we do anything else from OEM requirements?" and STA/SQE disrespectful answer is "It's not important for me". Of course they haven't this conclusion as documented evidence but I belive them because it's rather typical situation. CSR is written in OEM headquarters for all suppliers, and local OEM plant or purchasing department doesn't need all such things.

My first question: Why should I require full CSR implementation in such case? Should I be more demanding then customer STA/SQE?

My second question: Don't you have problems with CSR interpretation? Where are requirements and where are only guidelines and suggestions? Especially I have problems with manuals or standards. You shall or you should or you can - not always these words are clearly written. And I'm not sure - are alternative similar methods permissible? Don't you have such problems?

Peters,
my experience.
1.we need to get full CSR through the customer website or other way,and implement it,even at the case.the agreement shall cover most requirements of customer, the detail refer the indiviual docment which can be found in the IAOB website and/or customers website.
2.customer often deliver some training on CSR.you can discuss the CSR at the training course or with their SQE face to face.

Well...

1) you have to comply with CSR requirements unless you have a waiver (in writing) from the STA/SQE or some one else in authority at your customer.

2) interpretations are difficult sometimes. Your friends at the Cove can assist with some questions. If your situation is special to your company, then you have to do the best you can. Brainstorm with your fellow-works on how to interprete it for your situation, think about it, analyze, find a solution, implement and stick with it.

Always think in the way of risk management. How can you satisfy a CSR requirement that minimizes the risk for your company and your customer.

Unfortunatey yes...
For example from GM CSR:

4.2.2 General Procedures and Other Requirements
The GM publications listed below contain additional requirements or guidance that shall be met, if applicable, by GM supply organizations, or unless otherwise specified by GM Procuring Divisions.

And below this text is list of 14 manuals.

Who decides - it is applicable or it isn't applicable?!
A lot of firms affirm - we have all GM manuals. And we implement only these manuals which GM wants as to implement.
