I'm Currently contracting to a Tier 1 in the uk while they change over from QS to TS, i am responsible for the procedure changes and development.

My question regards the new requirement of Quality Plan Requirements in 4.2.3.2

What is required here?

The compant have had a couple of TS awareness seminars with local consultants who have told them different things, they have also contacted their BSI assessor who thinks a document detailing all customer requirements and tech specs would meet the requirement.

In truth nobody seems clear what we should be doing for this section, any guidance?

As far as I understand quality plan requirements it's no different than QS where you have to show how your determined what measurement / inspections and related checks you are making. And of course, where the requirements came from. This is really APQP.
