There are a lot of different 8D forms and formats, so it's difficult to say what the intended difference might be. Although there are those who differentiate between "goal" and "objective," the two words are really synonymous in common use, so you'll need to ask whomever devised the form to clarify the difference for you.

One way they're sometimes used differently is that Goal is a broad outline of what you want to achieve (e.g., reduce scrap, reduce downtime) while Objective is the specific target (e.g., reduce scrap from .5% to .1%).

Yes, and that's an unnecessary complication, imo. If you eliminate the "goal" in this case, what's lost?

I don't make the rules, just try to explain them. Let me try less finite examples.
Goal: Increase market share
Objective: Reduce cost of product by 20%
Goal: Increase customer satisfaction
Objectives:
- Increase on-time-delivery from 92& to 98% by end of 200X
- Reduce warranty failures by 30% by end of 200X
Goal could be seen as What, Objectives as How.

Agree with Duke for the explanation given on Goals and Objectives. This goes back to the basic difference between Goals and Objectives like -
Goals are broad objectives are narrow.
Goals are general intentions; objectives are precise.
Goals are intangible; objectives are tangible.
Goals are abstract; objectives are concrete.
Goals can't be validated as is; objectives can be validated.
Is that what you want, Ed Bal ?
