Hi all,
I'm trying to determine whether clause 7.3 applies to my company. We are a contract manufacturing company and so far, we really only assemble the parts, racks, etc. according to the requirements the customer gives us. Does this mean that the quality manual can state that clause 7.3 does not apply to us? I want to double check before I go any further. Any help is greatly appreciated!

Yes. If you do not engage in product design and development work, you can exclude this requirement. This requires a statement in the Quality Manual why this does not apply to you.

I agree here Stijloor.
For the why (justification) use the same as what you stated here:
We are a contract manufacturing company and so far, we really only assemble the parts, racks, etc. according to the requirements the customer gives us.
Just make it a little more specific.

I agree with others, as you are assembling the parts as per customer requirements, or drawings given by customer.
Caution: Who gives you the sub-assemblies?
