we are recently being certified ISO/TS 16949, one of our customer states in their supplier quality manual that we need to create and maintain a 3 Year Strategy Sourcing Plan. The Plan should include annual revision.
Any helpers who could provide some kind of guidance or plan format.

I hate to say it, but that sounds silly. Having a comprehensive sourcing process is what really matters. Deciding on what projects to outsource is more a project activity that is subject to evolve as different variables change.
Sourcing strategies need to be flexible since the whole supply chain is in a constant state of flux. Changes in exchange rates, fuel surcharges, etc; can affect the costs associated with sourcing within a very short period of time.
My suggestion, is to start with an ABC analysis and start with the A items, the 20% of the parts that make up 80% of your cost.

Assuming that your organization has a strategic plan that looks out 3 years, this would simply be a component of that plan. For example, the plan should include considerations for products, markets, finance, quality, procurement, human resources, safety, etc. The procurement component would suffice.

When you asked your customer to clarify their requriements, during the review of requirements (7.2.1), what did the customer say?

Sorry Van, I am not asking the Cove to create 3 year plan, but I do know that there are some expert out there might be able to provide some guidance or examples.
The customer do not really explain in detail what they required or provide an samples for us, just ask us to digest the supplier manual.

If you're not sure what your customer expects the best way to approach the issue is to ask them. We might be able to give some guidance, but what's suggested here might not align with the customer's expectations. Your customer might even be willing to provide an example for you. Never be afraid to ask a customer for help in fulfilling their requirements. It's better to get it right the first time than to struggle and provide something that isn't what they're looking for.
