Hello All :
I'm working on a project for offset printing organization.
I'm supposed to design a quality plan for the production process ( we can say In process Control ).
I really start flow diagram through all steps , we generate flow diagrams , check points.
But i really need to find template to take it as guide for me , so please any one can help .?

Sounds to me like you're creating your own template, which should work fine. 1) Process steps, 2) what is done to control each step, 3) how output is checked for each step, and 4) what to do if output is unacceptable.
You could just put this info in a table, or a diagram, etc.

If you show us what you have so far we could better help. I think there are some printing folks who visit here from time to time, but I haven't noticed a quality plan for the printing industry posted so far.

I've worked in the ink industry. I can only suggest that if you aren't a printer yourself, you get one of your senior printers to take you through the process. There will be obvious things, like checking registration, densities, etc. I would have thought regular checking of the press conditions, cleanliness, fount solution and the like would also be included.

We are a small newspaper and commercial printer in Saudi Arabia. We have established our own critical to quality (CTQ) parameters including tolerances. Both prepress and press people know our CTQ which is somewhat based on the ISO 12647-2: 2004; Amd 1 (normative/informative). These are:
1) COLOR: CMYK inks within Delta E of 1 to 5;
2) TVI: Dotgain for 40% (CMY) file should be 53% when measured on paper;
3) TVI: Dotgain for 40% (K) file should be 56% when measured on paper;
4) Variation of midtone dotgain for CMY should be within 3%;
5) Variation of midtone dotgain for CMYK should be within 6%;
6) Gray Balance should have a Delta H of <1.5;
7) Register requirements within .12mm from the center
Non-conformity for points 2, 3, 4 & 5 can be corrected by making a new plate with adjusted plate curve.
Most of the mentioned items can be reached if your paper stock is according to ISO 2846-2 (sheetfed) and paper color according to ISO 12647-2 recommendation.
