Finding :
A document named by "Project Execution Plan" that details the plan and strategy for completing the work in accordance with contract, schedule and cost budget requirements
This document shall be prepared during the tendering period and fair draft will be ready before starting the project.
Here are the contents of Plan:
1.Key Features
2.Scope of Work
3. Safety
4. Quality
5.Schedule
6. Early Critical Items
7. Manpower
8.Equipment
etc.,
I need a clarificaiton on the above plan:
A. Is it a audit criteria or not?
B. Shall we audit the project based on this plan?
The auditees are objecting that it is a guideline though it is addressing the clause 7.1
Throw some light on this..

If you check the definition of criteria in ISO 19011:2002 (3.2) Audit criteria is a set of policies, procedures or requirements, that are used as a reference against which audit evidence is compared.
If that constitutes a working document in which your company has to comply to in realizing its products, then indeed it forms part of your QMS documentation and any breach from those requirements are admissible as audit evidence.
Remember audit criteria can be any documents pertinent to your QMS operations.

...you can audit your project based on those contents (Project Plan)…. maybe you are having confusion when trying to “inject” the ISO requirements in auditing a project… ISO requirements should be already incorporated with your Project Plan (i.e. whatever ISO requirements in developing a project quality plan & I’m sure you have already an idea of what they are)… then, you can audit the actual performance of the project against the established project plan including the effectiveness of whatever actions they have already taken… on this approach, you are not only auditing your project against the established plan but as well as against ISO requirements…

Sub contractors must me admitted and evaluated in the same way as other suppliers of products and services.
Special attention must be given to
1. the qualification of the subcontractor to carry out the job (you can ask for references, certification, experience etc) to meet the customer specifications.
2. Establish a criteria for admission this is entirely dependent on your QMS requirements e.g cost, proximity, qualification, lead time, etc.
3. Establish a contractor evaluation/assessment cycle, against key performance measures and these results should feed to the MR, and decision for expulsion of subcontractors is made.
4. You have to define the communication interface with all subcontractors (who is responsible for managing the subcontractor e.g Quality, Purchasing, Marketing, Operations etc).

Let me give you some added information on the project execution plan.
This plan has some critical areas to be controlled during the start of the project... say for example.. procurment cycle time for equipment should be reduced.. but however while execution of the project there we find so much delay in the procurement..
like these so many deviations from the startegies,quality,safety issues however the project is showing profit and free of customer complaints..
So in that case, how can i convince the auditee in raising a nonconformance to the variations from the project execution plan..
