In OHSAS 18001:2007 How to demonstrate 4.4.3.2 Participation and Consultation requirement in a typical construction industry.

In Construction industry the workers and contractors are keep on moving and changing on day to day basis. How can we demonstrate this clause in a changing environment like this?

If it is an manufacruting sector, we can involve the workers and contractors in HIRA and Hazard review etc.

Any one can please help me?

4.4.3.2 Participation and Consultation
The organization shall establish, implement and maintain a procedure(s) for:
a) The participation of workers by their:
• appropriate involvement in hazard identification, risk assessments and
determination of controls;
• appropriate involvement in incident investigation;
• involvement in the development and review of OH&S policies and
objectives;
• consultation where there are any changes that affect their OH&S;
• representation on OH&S matters.
b) Consultation with contractors where there are changes that affect their OH&S.

This is a good question, because not only does the consultation requirement exist, in the 2007 revision there's a requirement for information about it to be included in management review, and "relevant" outputs of management review be made available to employees as a part of that 2-way communication.

How to do it is not prescribed. Methods could range from the suggestion box to an email portal, from surveys to live-person queries. Communication of management review results could be done with fliers, posters, in person, as a part of surveys, and so on...availability to temporary employees can be made at the same time as safety training for compliance to your own, which should be happening already.

Evidence of all this can be in the form of records of reviewing surveys and their summaries, emails answered, summaries of suggestion box input presented to management reviews, management review meeting minutes, again posters or fliers or even training records showing the two-way communication is happening. As an auditor I would think all of these examples could help exhibit the system is functioning.

Committes, its meetings, and the minutes, is a good ongoing example and this should get webbed into the daily or any periodic work progress review. Names of the people involved in the meetings with their position can show participation and consultation. Let people change if that is the way. You get more names and more participation and new people may give better workable solutions to safety issues. Good luck...

Use TBT (toolbox talks) - instead of using it as information provision only (reactive one way communication) tool expand & use it as consultation tool also (proactive two way communication) ... And keep recrods
