We have a customer that requires a cleanliness test in accordance with VDA band 17. I know that "band" is German for issue. So the question is does anyone have access to VDA band 17 that could help me with this requirement.

Band 17 is the logistics assessment.
Did you mean Band 19?
In any case, it is copyrighted and should be purchased from the VDA.de website. I believe it is only available in German (per VDA website).

ISO-DIS 16232 (Part 1-10) »Road vehicles – Cleanliness of components of fluid circuits« is the international counterpart of the VDA 19.

See other response (ISO 16232). Please check with your customer. He should be OK with it.
