Simple answer: NO.

No, it is not a requirement.

Some companies do this in 2 steps ( first 9001 and then 16949 ) but it is not a requirement.
ISO 9001 is completely incorporated in the ISO TS requirements so you can do this in a "one step" action.

No not necessary.

Of course there is a huge difference in the quality system requirements between ISO 9000 and TS 16949.

If you are starting from scratch and have the time, I would do ISO 9000 certification first, followed by TS within the year.

Hi qalsang,
It is not a requirement, however if you're one of those company that are involve in test, you might need to be certified to ISO9001 since a testing house cannot be certified instead a certificate of conformance is being given to the test company. An advantage if you are certified to ISO9001, it will be a lot easier to implement the TS16949 since the TS16949 = ISO9001 + Automotive requirements.

What will be the impact of the changes of ISO9001: 2008 to ISO/TS16949: 2002 standard? Please advise.

To my knowledge there are no planned changes to TS 16949 as a result of ISO 9001:2008.
