I just got a notification today???
For sure up to now I have kept either the Lead auditor or the co-auditor consistent over the 3 year cycle.

New Rules ISO/TS 16949 from 1st January, 2009
The issue new ISO/TS 16949-Rules queues in October, 2008. Among other things there will be an innovation with regard to the application of auditors about whom we want to inform you already today. With effect to the 1st January, 2009 are to be started with every investigation cycle, that is with every queuing repetition certification, new auditors or auditor's teams.
Within an investigation cycle at least one auditor of the auditor's team must participate in all Audits. For the next cycle new auditors must be used.

I think these are only available in printed form.

We got TS back in 2003 and we were under the impression that this rule was in effect even back then. It might not have been formally listed but our registrar went by it when we recertified in 2006.
JMO but it's a good idea to mix it up after several years. New eyes and lack of comfort can make it a challange sometimes but if the auditor is good it is all value added to your business hopefully.

Here's what the 2nd edition Rules document said:
3.3 At least one auditor of the initial audit team should participate in all audits of the three year audit cycle. For each subsequent audit cycle, different auditors should be used.
Here's what the 3rd edition Rules document says:
5.6... The certification body shall appoint at least one auditor from the initial certification audit team to participate in all surveillance audits of the three (3) year audit cycle. For each subsequent recertification and surveillance audit, different auditors shall be used. The certification body shall request prior approval from the relevant IATF Oversight office if these requirements cannot be met.
Hopefully this clarifies the question. It was a "should" and now it's a "shall" unless approved in advance by the IATF Oversight office.
