View Full Version : How to monitor the quality system every day
buffalo_hua 23rd October 2008, 12:22 AM Hello everyone, I am from China and have been serving as quality supervisor in a private-owned comany for nearly one year. I recently encounter a trouble concerning the quality system: the boss let me monitor the running effectiveness of quality system in each dept. everyday , and check if all of them realy work based on the quality system. I have no idea about it, as I only organize the MR , internal audit(system/process/product), and responsible for external audit. so are there any warm-hearted friends give me a hand how to monitor the quality system daily beside the audits mentioned above? say a form or other things. thanks a lot in advance!
Tips, the company passed the survillence audit of TS 16949 in May. but the people in the company are still not aware of the purpose of quality system, they don't do work based on the system but on what they think right! :confused:
howste 23rd October 2008, 12:50 AM It sounds like your boss asked you to do daily audits or "spot checks" of how well people are following the defined processes. If that's the intent, your actions will probably end up being seen as policing (Quality Cop) instead of as a helpful improvement activity.
In my opinion, the real solution isn't enforcement, it's education. It sounds to me like people throughout the organization may not understand why some of the process requirements exist. Educate them with information that helps them to understand the benefits of doing things the right way. This tends to be much more effective than "catching" them doing things wrong.
By the way, how does your organization address the "Employee Motivation and Empowerment" clause (6.2.2.4)?

First, is to conduct a plant-wide awareness on TS16949 and must be supported by
the Top Management so that you can expect a 100% compliance. Let everybody participate.

SteelMaiden 23rd October 2008, 09:08 AM Or, is he just asking you to put together the information he needs to look at for effectiveness in an easy to view, get the most from, way?
Like charts for:
throughput
production vs. goals
nonconforming product
scheduled and unscheduled downtime
on-time production
on-time delivery
sales vs. goals
results of incoming inspections
results of any audits that were done
customer complaints
internal corrective action requests and status
So, first, if you haven't defined it for us to know what you are looking to do, you probably need to sit down with the boss and define what he wants. Then you start collecting data and presenting it to him and ask for feedback about what you can do to make it better for his use.

Although training and metrics are a good idea, one monitoring methodology is the Layered Audit. You may want to do a search of the Cove for specific information on its implementation. :cool:

frankly speaking, not only me, but the former QM, have trained TS16949 from A to Z in the organization many times, but the effect is not good as we expected.
I organize the monthly quality meeting to present the top management the quality performance of last month by using all kinds of charts -- pie chart, radar diagram, tendency chart, histogram,... , but the boss knocks me down easily with the words: how do you monior all the dpets.? do they work following the TS16949 everyday???
the method of layed audit sounds good to me, but I do not know if it apply to ALL the depts. in the organization, or only focus on the production process? if possible, I will intoduce the LA to the organization...

Have you considered making each of the managers responsible for tracking and reporting performance results of the processes they "own?"
Your job is to ensure it (monitoring and measurement) gets done, not necessarily to do the work for the managers. This could alleviate the comment of your boss: "How do you monitor all the departments?"

Sounds like the qeustion is - what is the effectiveness of the quality system in each department? With that question, I'd start with listing out what is the quality system. Do they do routine inspections of parts, paperwork, etc. Not necessarily full audits, but any form of quick inspection. If so, plot those results. Can you get scrap and rework data? Anything that represents a failure of quality? A success of quality?

I believe this is the important issue here. While the suggestions given in this thread are great and I respect them all; let me add my ideas to the mix.
It sounds like the root cause needs to be eliminated before you start measuring the effecitiveness...
(You can only bail out the water in the boat so long before you just decide to fix the hole)
It sounds like the culture is to do it however you feel is right even if it's wrong....this is a cultural problem and no chart or audit will fix it. If the system is solid (assuming it is as you passed the audit...) AND management supports it then it's a matter of educating the workforce that the work is to be done according to the system; when its not - its wrong...
On a daily basis you can ask operators what they are doing and how they know they are doing it right. Make them show you that they know what is right and what is wrong. Layered Audits are one method you can do this and even involve your boss in this activitiy. When they knowingly do something wrong they need to be held accountable.
Yep - I said it - ACCOUNTABILITY - that’s a key work - tell your boss that the managers, supervisors, and operators need to be held accountable to work by the system and that’s not just your job but his job as well to ensure that it happens.
You can measure the effectiveness all day but if top management does not require, enforce, and hold people accountable you will be consumed with charts and data...
EDUCATE THE WORK FORCE...
