more often than not, there are 3 ways for an organization to establish their own Quallity system:
1. Invite professional consultant;
2. Invite an experienced guy as quality manager from outside;
3. Provide training for experienced employee to master the ISO9001 knowledge.
In fact, an organization often hope get certificate as soon as possible or in a limited time. therefor they usually take the first 2 ways to take the certificate, and it easy to cause the established quality system to be like a toy.
the quality team do not know the technology and production process and the other employees do not know the quality requirements, so the result is nobody believe an internal audit could help organization to find opportunities for improvement.
do you have any idea to cope this matter?

You might want to start by taking a read of existing ISO 9001 Implementation (http://Elsmar.com/Forums/search.php?do=process&titleonly=1&query=9001+implementation) discussions.

In short, no one can do it for you and ISO 9001 is not rocket science. Any company can do it internally if they want to. The question is, WHY does the company want to be registered? E.g..: Customer requires it and wants it within 4 months - You'll probably want a consultant.

As to internal audits, the same thing applies, but somewhere along the line if the company has no one internally who has the appropriate experience, someone will have to be trained by an external source.

As to the value of internal audits, I'll leave that to others here who are more impassioned than I with respect to their importance.

i think we must focus on the consciousness of the top managemet and the ability of the QA manager or the man in charge of QMS system. As the eight principles of quality management ,leadership is important to an organization ,IF the top manager attach importance to it and give support ,the man in charge of ISO has the professional knowledge and experiences ,The inner audit would be a effective self-audit and improve the management and realize of the employees
