Does anyone know why "9000"?

Was it previously assigned in some greater numbering scheme?

Just curious if anyone knows or knows where to get the answer.

It was an error, it was supposed to be 10000.

Reason:

Quality 10K
Environment 14K
Safety 18K

TOTAL 42K

42 being the answer to life, the universe and everything!
