It might be that you're referring to something often called a "certificate of conformance," which is a statement to the effect that the product referenced therein conforms to customer requirements. If you can give us some context (why are you asking?) we will be able to provide better help.

Yes, I agree with Jim on this one. It just means that the product conforms to specification.

I remember years ago, our customer wanted the product certified. Well, we just went out and had a rubber stamp made that said "certified" and used it on the approval tag for each lot. Did it mean anything different?? Nah! The customer was happy though.
