The prices for API publications (http://www.api.org/Publications/2009-catalog-pages.cfm) seem to mostly be in the $100-$200 (US) range, with many less than $100 and a few more than $200. (API= American Petroleum Institute).

I don't know of other sources, or whether other sources would have anything meeting your needs at a lower price, but my guess is that if you need the documentation, you're going to have to pay for it.

Your best bet would be the libraries of some universities that offer oil & gas related courses.
