I am part of a team that has been tasked with revitalizing a certified operator & inspector program. It had been an on/off thing in the past - big push and then it was more or less dropped, so we will be fighting the "flavor of the month" thing.

I have worked with certification programs before, but it's been a while. So I'm looking for suggestions & ideas to implement/avoid the negatives. We are doing a complete overhaul or do-over. Which I know will contribute to the "flavor" thing.

One thing we are working with is how to determine the employee's skills while meeting the HR requirement that the "tests" be "validated".

There are two separate but related requirements. One is to determine training needs and the other is to evaluate training effectiveness. It is not clear to me, which requirement you are talking about.

Is this for inside your facility or outside in the field? What are the inspections for?
