In ISO 9001 the control of records is document section, it sounds reasonable because the record is a kind of document.
But in ISO 14001, it is in checking section, could you give me a reason?

Beyond what Sidney placed in that old post look at it this way...That's where TC 207 and the ISO determined to be the correct place so it's past discussion.

I think even in ISO 9001 there are records that fall under checking section if we talk about PDCA cycle. Here:
Records of Management review
Records of Design and development verification
Records of Design and development validation
Records of Validation of processes for production and service provision
Records of Internal audit
