The yellow cells are open for entering data. The rest of the calculation is locked to protect any formulas.

This is not Excel, but is a free , nice, and understandable Uncertainty Calculator;
go to isgmax.com/sidekick_details.htm
The program name is Uncertainty Sidekick
There is a nice manual and help pop-ups to advise you of what to plug in where!
