In general usage, you can assume both to be the same but if you want to go into details, training needs (from training needs analysis or TNA) is a detailed assessment of requirements.

Training needs may be personal, for a specific person doing a job, based on a competency requirement they can't meet, e.g blueprint reading, use of a computer database, specific job assignment, auditor training etc.

Training requirements may those necessary to be a good 'corporate citizen' of the company, i.e safety training, company data security, Administrative/personnel (time keeping, grievance etc) etc. etc.

I'm not sure I'd agree that they can be considered the same.....

"training need" is something necessary without a written rule
"training requirement" is something necessary with a written rule

but both can be used depending on situation.

It can be an issue of semantics, but training needs can be considered those that are recognized internally, while training requirements are assigned either internally or externally, as in to comply with laws and standards.

The question is like asking the difference between ‘gap analysis’ and ‘requirement analyses’. Sometimes the problem lies in a person's command of English; there are nuances of meaning that are often a problem for non-native speakers. For example, in a given language there might be only one equivalent of "require" that's also used for "need." that's why I asked for context--it's the only way to know for sure what the OP is trying to find out.

I'm not clear about the basis of your question. The Standard speaks of training needs - it expects that you will identify those needs and determine their requirements.

need:
1: necessary duty : obligation
2 a: a lack of something requisite, desirable, or useful b: a physiological or psychological requirement for the well-being of an organism
3: a condition requiring supply or relief
4: lack of the means of subsistence : poverty

For example, in evaluating the necessary (need) training on the assembly line, we'd identify every procedure the employee would use in the course of his job. That might include procedures for verifying a work order, inspecting parts, detailed assembly instructions, labeling and packaging instructions, and would probably reference the nonconforming material system, and an assortment of others. The "need" is that personnel responsible for these activities be trained in their requirements.

requirement:
a: something wanted or needed : necessity <production was not sufficient to satisfy military requirements> b: something essential to the existence or occurrence of something else : condition <failed to meet the school's requirements for graduation>

Therefore, the requirements for each training need should be established to define how the training needs will be fulfilled as well as their acceptance criteria. In other words, training requirements for the assembly line would specify the method of training for each area. For example, the training requirements for verifying a work order might be very simple. (1) Read the Work Order Verification Procedure, (2) Observe a trained individual performing the procedure, (3) Perform the procedure under supervision.

Criteria: Employee must complete all steps of the procedure, and complete the Work Order form with no errors.

This is obviously a very detailed, but simple example. Requirements - anywhere in standards or regulations - establish a specification.
