How can we monitor the financial expenditures in public service department?
Can it be done through a set of indicators?

What is the exact service?
Of course you can always monitor by listing down the budget items e.g. 1. utilities (includes water, electricity, telephone/cellphone, internet etc; 2. Transportation (gasoline, fuel, tires, accessories, etc); 3. Clothing (uniforms, laundry, etc)

Issuing, renewing, and canceling commercial licenses.
Developing economic studies
Commercial and protection control
but is only listing down the budget items?

i think you can monitor and measure the output of the work performed (e.g. issuing, renewing, and canceling commercial licenses etc).
effort/cost to achieve the desired output (e.g. hours, resources, miscellaneous costs, etc)
Schedule – the duration to finish e.g. economic studies, etc
quality – Service quality e.g. reliability, maintainability, usability, etc

It sounds like you have the data (thus the indicators). Since you have posted this in the "SPC Monitoring" section of the Cove, I assume you will be using SPC to do the monitoring. In that case, you will have the means to monitor and (more importantly) understand and predict your financial expenditures.
