Our business repairs/refurbishes electric motors. We do this as a service for various customers. In some situations we will service some common type motors. In these cases we will measure the shaft dimensions and create a drawing if we ever need to make a new shaft in our Machine Shop. We are not modifying the original shaft design, nor are we manufacturing the parts for direct sales to anyone. Do we need to have Design and Development included in our ISO 9001:2008 scope?

No, because you are not the design authority and cannot make (authorized) changes!

No. D&D can be excluded. Measuring dimensions from an existing product, then making a drawing to machine the replacement part does not constitute design.

Development transforms a design into a working model that functions as intended. Development can also be a result of improving an existing design or concept. Thus, when we talk about design and development, development is part of design.
