Does it state anywhere in the standard about doing metallurgical or tensile testing for new PPAP's or tooling re-cuts? We do a hot stamping process and re-cut tools frequently which we PPAP but are questioning the need to do metallurgical every time also.

Refer to I.2.2.8/I.2.2.8.1 of the 3rd ed. PPAP. If the material requirement is on the design then you would need a material spec.
Ex. If 304SS is specified you would need the copies of the analysis.

And you would need to test against that spec before using a batch of new material delivered under that spec. Receiving Inspection, not PPAP.

Are you using the same machine and tool types?
Is it something like inserts that are off the shelf items?
