The Informational update - concerning QS9000 3rd edition and sanctioned interpretation C-9 released by the big 3 says "Distributors who do not add manufacturing value to parts or materials are not subjected to requirements of 4.6.2 and C-9". Why are distributors exempted from subcontractor development?

They don't meet the criteria or applicability. What would you audit? Contract Review?

There is one plant that I know of which bottles wind shield washer and engine oil for a Ford distributor. They have been asked by the distributor to comply with QS 9000. Do they need to ?

GPainter - You are right. Though the requirment is not necessarily value added, its afterall 'CUSTOMER'S ' requirement.
