ISO 9004:2000 Clause 4.2. "Documentation" says taht organization should be evaluated against certain criteria, including BENCHMARKING OF DOCUMENTATION SYSTEMS.
To my mind benchmarking of documentation systems is an excellent idea.
I wonder does anyone have any experience of this or at least some ideas from where to start?

You can start by reading through the threads here which address documentation systems. many are described. Many in detail.
But first - what, specifically, are your measureables?

Well then what measurables could you suggest for documentation system?
Some:
-Number of procedures & instructions/Number of employees (could be benchmarked only between organization of the same of industry)
-Money spent on paper (per year)/Number of emoployees
-Innovations, improvements, canges last year/number of procedures&instructions
-Number of employees who suggested improvements last year/Total number of employees
